Depends who you are taking to. :-) Dr. Frankel makes a very good argument at 0.2 mg is the minimum MED.
Go here, and read two sections:
"Study of FDA Files on Propecia", and his rebuttal (which was never published) to Merck's rebuttal, "Responses to Merck Comments in Archives of Dermatology", and "Annals of Propecia".
