Yeah, but the serum levels of the drug with the topical application were MUCH lower than with the oral dose, but the effectiveness was just as good as with the oral approach. Although that doesn't absolutely *prove* that it was acting locally and not systemically, at the very least it makes it seem like a very distinct possibility.

Not at all. You're quite right. They should have done as you described! However, I still think the available evidence is pretty strong that it was acting locally and not systemically.
