That is correct.

That is NOT correct. Both types exist within the hair follicle.

I'm still waiting to hear a reference for that claim about giving testosterone to pseudohermaphrodites; however, even if it's true, it still doesn't really establish anything about whether DHT's effect is direct or indirect, because both types of the 5a-R enzyme exist within the hair follicle.
