I agree. The hair-counts should eventually drop below the original baseline count.

Jeff, that's an assumption on your part. I don't know that there's "enough free DHT" present.

I don't think the ten-year study will show that, for the simple reason that we don't KNOW what the rate of senescent loss is! :-)
However, I still maintain that that's probably what's involved in the slowly declining hair-counts with long-term Propecia usage. At least in significant part.
