No, I think they're clearly saying that less of the drug is absorbed (or "bioavailable") when taken along with food. For just a second or two I also wondered (as you seemed to do) if they meant that the absorption of the drug is merely SLOWED DOWN for a while but still eventually gets absorbed; however, the fact that it has such a long half-life and yet the peak levels in the blood are still reduced strongly suggests to me that there's that extra percentage of it that never does get absorbed, when it's taken with food.
